A futuristic British government coalition manipulates the masses through the aggressive promotion of rock star Steven Shorter (Manfred Mann frontman Paul Jones). Shorter's outrageous act and eccentric persona provide hypnotic diversions to a public hooked on melody and masochism, a campaign of awe-inspiring synergy that starts to crack when Shorter meets a portrait artist (model Jean Shrimpton, in her only film role).
